Our Team

SARAH TUNEBERG

Rock Park, Inc. President, Sarah Tuneberg, has a decade of public health and emergency management experience. Her focus is on harnessing data, analytics, and technology to solve complex emergency management challenges.

She has worked throughout the nation on issues related to people with disabilities and others with access and functional needs, including how to integrate them into the emergency management cycle and better meet their needs during disasters.

Sarah is a skilled project manager, seasoned workshop facilitator, and brings expertise in systems analysis, vulnerability assessment, consequence projections and modeling, mass casualty event planning and exercises, and catastrophic planning.

Sarah has extensive experience assisting the Federal government, states, municipalities, and large corporations in enhancing their response and recovery preparedness capabilities.

Sarah holds a Bachelor of Social Work from the University of Georgia and a Master’s degree in Public Health from Tulane School of Public Health and Tropical Medicine. 

Alison Welty

Senior Emergency Manager, Alison Welty, brings more than a decade of emergency management and disaster planning experience.

Alison has led efforts assisting local, state, and Federal partners on a wide variety of projects including citizen preparedness campaigns (Ready Alabama), emergency operations plan development and review, catastrophic disaster planning, capability assessments, continuity of operations plan training and review, volunteer and donations management, exercise development and implementation, and disaster response.

Her disaster experience includes providing support during Hurricanes Ivan, Dennis, and Katrina, the Haiti earthquake, and numerous other declared and non-declared disasters. Alison has provided technical assistance and project management support on a number of projects, including serving as Program Manager for National Voluntary Organizations Active in Disaster’s (NVOAD) Operation Dragon Fire.

Alison holds a Bachelor of Arts degree in English and Spanish from Texas A&M University-Commerce and a Master’s of Public Administration in Emergency Management from Jacksonville State University.
